Make tender documents watertight. Before publication.
A concept that helps contracting authorities find gaps and contradictions before they turn into bidder questions.
prüfr is our concept for the pre-publication phase — currently in validation with pilot contracting authorities, not yet a bookable product. The planned flow reads your draft statement of work and tender documents and shows where requirements are unclear, incomplete or contradictory — so you publish a cleaner tender and reduce the risk of queries, complaints and cancellations. Constructive, authority-side. 100% EU-hosted on OTC.
What does prüfr do?
prüfr is our concept product for quality assurance of tender documents — on the authority side, before publication. The idea: a standalone AI tool that reads the draft statement of work and the rest of the tender documents and systematically checks them for clarity, completeness and internal consistency — in the spirit of a clear and exhaustive specification per VOB/A §7. prüfr does not replace the professional and legal review by the contracting authority — it structures the read-through and surfaces weak spots early. Humans decide. AI structures. prüfr is designed as a standalone product with its own database and shares no data with auftragr, kalkulr or zuschlagr.
Who is prüfr for?
For contracting authorities that want to sharpen their documents before publication — before unclear requirements turn into bidder questions, complaints or a cancellation.
Municipal contracting authorities
Limited capacity, many parallel procedures. prüfr aims to structure the review of the statement of work — without a consulting budget for every procedure.
Requesting departments
The department writes the specification, the procurement office runs the procedure. prüfr aims to help both phrase requirements clearly and traceably.
Federal and state agencies
A clear, exhaustive specification is mandatory. prüfr aims to flag gaps and contradictions before they reach the notice.
Utilities-sector authorities
Complex, technical specifications with long durations. Consistency checking across many positions and annexes.
Central purchasing bodies
Standardised quality across all procedure types. One shared checking method for every tender before publication.
Procurement-law advisors
External advisors use prüfr as a shared workspace with their client while preparing the documents.
How prüfr is meant to work
From draft tender documents to a prioritised list of weak spots — before publication.
- 1
Upload the draft
Statement of work, eligibility and award criteria, other tender documents — as PDF, Word or GAEB. Still unpublished, in draft.
- 2
AI reads the documents
prüfr checks the requirements for clarity, completeness and consistency — positions against criteria, annexes against the main text, deadlines against the procedure.
- 3
You receive a checklist
Unclear wording, missing details, contradictory requirements and possible breaches of the clarity requirement — each with a source location and a concrete drafting suggestion.
- 4
You sharpen. With a foundation.
Every note is traceable to the source in the original document. You accept, adjust or discard — the decision stays with the contracting authority.
What prüfr is meant to do
Planned core capabilities for pre-publication quality assurance.
Clarity check
ConceptDetects vague, open-to-interpretation or ambiguous requirements in the statement of work — in line with the clarity requirement of VOB/A §7.
Completeness check
ConceptFlags missing details: quantities without units, criteria without weighting, services without acceptance conditions.
Contradiction detection
ConceptCompares main text, annexes and criteria against each other and surfaces contradictions before bidders find them.
Anticipate bidder questions
ConceptPoints to places that experience shows lead to queries — so you can clarify them in advance.
Criteria consistency
ConceptChecks whether eligibility and award criteria are clear, measurable and consistent with the statement of work.
Drafting suggestions
ConceptFor each weak spot, a concrete, neutral suggestion to sharpen it — as assistance, not a decision.
Compared to today’s preparation
Where prüfr is meant to support the pre-publication review — and where responsibility stays with the contracting authority.
| — | Today | With prüfr (planned) |
|---|---|---|
| Document review | Manual, dependent on capacity and experience | Structured checklist as a basis for the review |
| Clarity of requirements | Ambiguities often surface only through bidder questions | Ambiguous wording flagged in advance |
| Contradictions across annexes | Hard to find manually across many documents | Automatic cross-check of main text, annexes and criteria |
| Risk of complaints / cancellation | Rises with every unclear requirement | Weak spots visible early — before the notice |
| Decision authority | Stays with the contracting authority | Stays with the contracting authority. AI structures, human decides. |
Frequently Asked Questions
Is prüfr available yet?
No. prüfr is in its concept and validation phase — there is no bookable product and no price list yet. We are looking for pilot contracting authorities to help shape it. Register pilot interest at blackswanai.de/en/pilot-interest.
How is prüfr different from zuschlagr?
Both are authority-side, but in different phases: prüfr supports the quality of tender documents BEFORE publication. zuschlagr supports the evaluation of incoming bids AFTER submission. Two standalone concepts, no shared database.
Does prüfr check the legal soundness of the documents?
prüfr structures the review and surfaces weak spots in clarity, completeness and consistency. It does not replace the legal review by your contracting authority or procurement lawyer — that remains necessary and your responsibility.
Which documents is prüfr meant to read?
The plan is to check statements of work, eligibility and award criteria and further tender documents in the usual formats (PDF, Word, GAEB). The exact scope will be defined together with the pilot authorities.
How are our drafts handled?
Processing is planned on EU infrastructure (Open Telekom Cloud). Where non-EU AI models would be used, pseudonymisation of the input data is planned — transparently, with EU standard contractual clauses and your consent. We clarify the details in the pilot conversation.
