The German tender lifecycle runs on two sides, and each has its own world: its own tools, its own formats, its own roles. Bidders search for relevant tenders and decide whether a bid is worthwhile. Contracting authorities draft their documents, publish them and score the incoming bids. Four phases, two perspectives.
We deliberately chose against a one-platform-for-everything approach. Instead we build four separate products — auftragr, kalkulr, prüfr and zuschlagr — each focused on one phase, each with its own database, each usable on its own. Bidders do not need contracting-authority software. Contracting authorities do not see bidder data. The separation is not a compromise — it is a choice.

What is the German tender lifecycle?
The German tender lifecycle runs on two sides and has four phases. On the bidder side: (1) finding relevant tenders on platforms like TED, Bund.de, DTVP and the state portals and (2) bidder-side evaluation — overview, go/no-go, risk, calculation. On the authority side: (3) reviewing your own tender documents before publication and (4) scoring the incoming bids through to the procurement record. For each of these four phases, BlackSwanAI offers its own standalone product.
Which four products are there — and which are available?
auftragr (find) and kalkulr (evaluate) are for bidders and available today. prüfr (review tender documents before publication) and zuschlagr (score incoming bids) are for contracting authorities and currently concepts in validation — we are looking for pilot authorities for those.
Is this an integrated platform?
No. We build four separate products — not an integrated platform. Each product has its own database, its own portal, its own purpose. What connects them is not technology but our procurement expertise and the principle "AI structures. Humans decide." We have deliberately chosen against a one-platform-for-everything approach.
Why four separate products instead of one solution?
Because the four phases solve different problems for different audiences. Bidders and contracting authorities have different requirements — legally, procedurally, and in terms of data protection. Separate products stay focused and privacy-friendly. A bidder does not have to use the same software as their contracting authority; a contracting authority does not need access to bidder data. Separate systems keep that clean.
Do the products share data?
No. The products have no shared databases. What you set up in auftragr is not inside kalkulr. Bids scored in zuschlagr are not visible to auftragr or kalkulr. Each product stands on its own.
Can you use the products individually?
Yes — that is the point. Each product can be used on its own. There is no bundle coupling all the products. Use depends on which phase of the tender lifecycle you work in.
Is this a fully automated procurement process?
No. Every product provides preparation and structure — not verdicts. The AI structures the material so decisions become faster, more consistent and more traceable. The human confirms, adjusts or discards — the human decides.
What infrastructure does BlackSwanAI run on?
Core infrastructure on Open Telekom Cloud (OTC) in the EU. For individual AI analysis steps we deliberately engage models from various providers — including models built and hosted in Europe, transparently and with consent. In selected products you can use your own API key (BYOK).
