The platform is designed to be compliance-aware — without a marketing certificate. Formal certifications are not in current focus; we are open about that.

What is the German tender lifecycle?

The German tender lifecycle has three phases: (1) finding relevant tenders on platforms like TED, Bund.de, DTVP and the state portals. (2) Bidder-side evaluation — go/no-go, risk, calculation. (3) Authority-side — qualification check, price check, scoring and procurement record by the contracting authority. The BlackSwanAI platform covers all three phases with integrated modules.

Why a platform approach instead of three separate tools?

Because the phases are connected. A candidate from the Find phase flows without a media break into the Evaluate phase — performance profile, authority context and price benchmark carry over. Risks identified on the bidder side can mirror into expected documentation on the authority side. Three separate tools force double work; a platform forces a shared language.

Is this a fully automated procurement process?

No. Every phase ends with a human decision: which tenders do we pursue? Do we bid or not? Which bidder gets the award? Humans decide. AI structures the material so those decisions are faster, more consistent and more traceable.

What infrastructure does the platform run on?

Core infrastructure on Open Telekom Cloud (OTC) in the EU. For individual AI analysis steps we deliberately engage the best available language model — with transparent consent, EU standard contractual clauses, and where appropriate, pseudonymisation of input data. Details in privacy policy §7.

Who is behind BlackSwanAI?

BlackSwanAI is developed and operated in Erlangen, Bavaria. Founded by Poonam Nahta and Nitesh Nahta. The platform emerged from the observation that German bidders spend 40 to 80 manual hours per tender — and contracting authorities experience the procurement record as their biggest risk. Both deserved better.
